A former Pennsylvania Workers’ Compensation Judge and Judge Manager who has adjudicated more than 10,000 cases receiving testimony and evidence, ruling on objections and motions and issuing detailed Decisions and Orders based upon the evidence of record.
As Judge Manager, he supervised the Workers’ Compensation Office of Adjudication, Southeastern District, supervising 26 Judges, and the support staff; supervised the caseload management system of approximately 15,000 cases in litigation; supervised and implemented the policy and procedure for hearing schedules; supervised and implemented the policy and procedure for conducting hearings, supervised and implemented the policy for mediation of cases in litigation and those not in litigation; implemented the policy for settlement conferences and established a more streamlined Resolution Court program, wherein settlements are presented to a Judge for approval, all consistent with the provisions of the Pennsylvania Workers’ Compensation Act, and established Rules of Practice and Procedure before a Workers’ Compensation Judge.
The position of Judge Manager also required responsibility for the maintenance of all facilities; review of leases of three separate Judges Offices, two in Philadelphia (Center City office location and Northeast Philadelphia office location) and the Delaware County office location.
He has published and lectured on the Pennsylvania Workers’ Compensation and Occupational Disease Laws and Administrative Law to legal, business, and labor organizations.
He served as a member of several Task Forces established by Governors Ridge, Casey and Thornburgh respectively, to study and suggest improvements to the Pennsylvania Workers’ Compensation System. During the Ridge Administration and at the direction of the Secretary of Labor and Industry and in consult with the Pennsylvania Legislature, the Task Force issued a detailed study of the Pennsylvania Workers’ Compensation law with suggested amendments that were adopted by the Pennsylvania Legislature and enacted into law, Act 57 of 1996.
He served as the elected Chairman of the Professional Association of Workers’ Compensation Judges. During the term as Chairman he directed, prepared and participated in the agenda for the Annual Workers’ Compensation Judges Seminars. He participated in labor-management meetings as well as meetings and discussion sessions in connection with drafting a Memorandum of Understanding.
He participated in labor-management discussions concerning grievance issues and Collective Bargaining issues.
